@Walter nessuna magica tecnica, imposti tempo lungo a seconda della luce, in questo caso se non ricordo male 2 secondi, fotocamera sul cavalletto e durante il tempo di scatto muovi la fotocamera in senso verticale, se vuoi mettere a fuoco alcune parti dell'immagine, devi fare delle piccole pause durante lo scatto.

@ Walter no magic technique, imposed long time depending on the light, in this case 2 seconds if I remember correctly, during the camera on a tripod and shutter move the camera vertically, if you want to focus on some parts of the image , you have to make small breaks during shooting.
